Econ major admitted for spring 2018. This actually makes me really upset, because I really do not want to pause my academic career. Can I appeal the spring admission?

I think Berkeley had said, at some point, that you cannot appeal if you were admitted to spring term. But then I heard from some students who said that they appealed and were offered fall term. So try it.

I got rejected for EECS, I am an out of state cc applicant, I have 4.0 gpa, I finished all required courses by the end of fall 2016 and currently taking two more recommended math courses and a recommend circuit course at a local university, I don’t know should I appeal

Of course I want to appeal, however, as they discourage me from appealing, I assume that might be an option of very little possibility. UCLA admitted me so far. Or should I just be happy with UCLA and stop my Cal dreams?(since it is almost impossible)

Of course they discourage you from appealing, no one wants to do more work than they have to. But if you appeal, they have to read it. Whether your appeal has merit is up to the admissions office to decide.
